About LoadPass Permits
The LoadPass Permit Program was founded in 1984 by the Western Dakota Energy Association, formerly the ND Association of Oil & Gas Producing Counties and Coal Conversion Counties, a group of counties in western North Dakota involved in the energy industry. The system was started to give the counties some tools to help control the heavy loads traveling over their local roadways, and to give the industry one place to obtain permission for traveling overweight or over-dimension on the participating county, township and city roads. The system has been in operation for over 35 years and has evolved with the changing needs of the local governments and the system users.
In 2017 the WDEA Board voted to expand the system from the western energy counties to any or all counties in North Dakota in need of a large load permitting system to manage the traffic on their local roadways.
